WholesaleVapor.com is a business-to-business wholesale supplier. We do not offer consumer retail shipping. We ship to verified businesses where a lawful business-to-business shipment can be made. Consumer delivery restrictions do not automatically prohibit a wholesale shipment to a properly licensed retailer, distributor, or other eligible business.

We follow the federal, state, local, tribal, tax, licensing, reporting, product, and carrier rules that apply to us as the seller and shipper. The customer is independently responsible for the rules that apply to its business, location, receipt, possession, storage, advertising, and resale of each product.

Wholesale account verification

  • The purchaser must be at least 21 years old and authorized to act for a legally operating business.
  • We may require a current business license, resale certificate, tobacco or vapor license, tax registration, proof of age and identity, and any other document required for the products or destination.
  • We may require delivery to the business address shown on the approved account or license.
  • By ordering, the customer certifies that it has reviewed the laws applicable to its business and destination and that it may lawfully receive, possess, and resell the products ordered.
  • Approval of an account or a prior order does not guarantee that a future product or shipment will be legally eligible.

Federal shipping requirements

Federal law treats electronic nicotine delivery systems (ENDS) broadly. The category can include devices, liquids, components, parts, and accessories, whether or not they contain nicotine. Interstate sellers and distributors may be subject to the Prevent All Cigarette Trafficking Act (PACT Act), including registration, reporting, tax, licensing, recordkeeping, labeling, age-verification, and delivery requirements.

WholesaleVapor has USPS approval to ship qualifying vape and ENDS items for business purposes under the applicable USPS exception. When USPS is used, the shipment must remain within the scope and conditions of that approval, including approved business recipients, records, entry method, service, markings, and delivery controls. We may also use another eligible carrier. Adult signature, identification at delivery, package markings, and other controls may be required.

Where we ship

We ship approved wholesale orders within the United States where a lawful B2B shipment can be made. We do not ship internationally or to APO, FPO, DPO, or other military addresses. Orders to U.S. territories, Alaska, Hawaii, P.O. boxes, residential addresses, and remote locations may require additional review because of carrier and legal restrictions. A verified commercial address is preferred.

Any free-shipping offer is subject to the current offer displayed on the Site, product and destination eligibility, carrier availability, and any oversize, hazardous-material, adult-signature, or special-handling charges. A shipping quote is an estimate and does not override these restrictions.

State-by-state order review

The table below is a customer-facing summary of how we review wholesale orders. It is not an exhaustive statement of every state or local law and is not legal advice. Many statutes use overlapping or inconsistent definitions, and rules written for consumer delivery sales may include B2B, licensed-retailer, distributor, or wholesaler exceptions. We apply the rule that fits the actual B2B transaction rather than treating every consumer restriction as a wholesale shipping ban.

Unless a row says otherwise, the operating approach is: verified B2B shipment may proceed to an eligible business; the customer must maintain required licenses and tax accounts; and the customer must independently confirm that each product may be received, possessed, stocked, advertised, and resold at its location. Product directories, flavor restrictions, licensing, excise tax, packaging, reporting, and local rules still apply.

Destination Wholesale order review
Alabama Verified wholesale orders are reviewed for account licensing, the Alabama ENDS product directory, and applicable taxes. Alabama's $0.10 per milliliter tax on consumable vapor products takes effect October 1, 2026.
Alaska Verified wholesale orders only. Alaska businesses selling electronic smoking products or products containing nicotine must maintain the required business license endorsement for each applicable location.
Arizona Shipments are limited to verified, legally eligible retailers, distributors, or other licensed recipients. Consumer internet sales of most covered tobacco products are restricted.
Arkansas Consumer remote sales of vapor products and e-liquids are restricted. Wholesale shipments require a verified permitted business recipient and product eligibility review.
California Only legally permitted products may be shipped. California restricts flavored tobacco products and imposes delivery-sale, age-verification, labeling, licensing, tax, and local requirements.
Colorado Direct-to-consumer shipment of covered tobacco and nicotine products is restricted. Wholesale orders require business and license verification, and local rules may be stricter.
Connecticut Covered shipments may be limited to licensed distributors, dealers, retailers, warehouses, or other authorized recipients. Product-specific rules are reviewed before fulfillment.
Delaware Permitted wholesale orders are subject to license, tax, age-verification, adult-signature, and package-document requirements where applicable.
District of Columbia Verified wholesale orders are reviewed for District licensing, tax, delivery, and location-specific restrictions, including local restrictions near youth-oriented areas.
Florida Verified wholesale orders are reviewed for Florida licensing, tax, age and delivery requirements, and applicable state product-directory restrictions.
Georgia Non-face-to-face sales are restricted unless statutory conditions are met. Wholesale shipments require a verified licensed manufacturer, importer, distributor, or dealer, as applicable.
Hawaii Verified wholesale orders are reviewed for Hawaii licensing, tax, PACT Act, carrier, and product requirements. USPS availability is limited to qualifying exceptions.
Idaho Permitted orders are subject to account identity, age, address, labeling, licensing, and tax requirements. Shipment may be limited to the verified business address.
Illinois Electronic-cigarette shipments are limited to legally eligible licensed businesses, including qualifying distributors and retailers. Consumer delivery is restricted.
Indiana Verified wholesale orders are reviewed for Indiana licensing, tax, delivery, signature, and product requirements.
Iowa Permitted vapor-product orders are subject to business verification, age and delivery controls, licensing, tax, and applicable product-directory requirements.
Kansas Verified wholesale orders are reviewed for product coverage, licensing, tax, labeling, and delivery requirements.
Kentucky Verified wholesale orders are reviewed for Kentucky retail licensing and applicable vapor-product directory, tax, and product restrictions.
Louisiana Consumer delivery of cigarettes is prohibited and vapor-product delivery is regulated. Wholesale shipments require a verified eligible business and applicable licenses, tax accounts, and directory compliance.
Maine Covered products generally may be shipped only to licensed distributors or retailers. Maine also restricts certain flavored products, and local rules may be stricter.
Maryland Verified wholesale orders are reviewed for Maryland licensing, delivery, and product restrictions, including restrictions affecting certain flavored cartridge-based and disposable electronic smoking devices.
Massachusetts Massachusetts restricts the sale and distribution of flavored tobacco products, including flavored electronic smoking products. Only products and B2B transactions permitted under the applicable rules may be shipped to verified eligible businesses.
Michigan Covered products must move through an appropriately licensed wholesaler or unclassified acquirer where required. Recipient and license verification is required.
Minnesota Permitted orders are subject to registration, age, adult-signature, labeling, tax, and local flavor restrictions. Wholesale recipient verification is required.
Mississippi Alternative nicotine and vapor-product orders are subject to age-verification, licensing, tax, and applicable product-directory requirements.
Missouri Verified wholesale orders are reviewed for state and local age, licensing, tax, delivery, and product-registration requirements.
Montana Verified wholesale orders are reviewed for Montana labeling, licensing, tax, and delivery requirements.
Nebraska Direct-to-consumer delivery of electronic nicotine delivery systems is prohibited. Wholesale shipment is limited to legally eligible, verified business recipients.
Nevada Permitted orders are subject to age, registration, reporting, licensing, tax, labeling, and delivery requirements. Wholesale account verification is required.
New Hampshire Verified wholesale orders are reviewed for New Hampshire age, licensing, tax, and delivery requirements.
New Jersey New Jersey restricts the sale and distribution of flavored vapor products. Only products and B2B transactions permitted under the applicable rules may be shipped to verified eligible and licensed businesses.
New Mexico Permitted orders are subject to third-party age verification, licensing, tax, and delivery requirements. Wholesale business verification is required.
New York Consumer delivery of covered products is restricted, and New York restricts the sale of flavored vapor products intended or reasonably expected for nicotine use. Shipments are reviewed for the recipient's license, product eligibility, and any B2B exception that applies.
North Carolina Verified wholesale orders are reviewed for third-party age verification, licensing, tax, delivery, and applicable product requirements.
North Dakota Permitted orders are subject to account, age, delivery, registration, licensing, tax, and local restrictions.
Ohio Shipments of covered products are limited to authorized recipients, which can include properly licensed wholesalers and retailers or other recipients approved under state law.
Oklahoma Covered shipments are limited to legally eligible licensed recipients. Vapor products are also reviewed for applicable state directory, licensing, and tax requirements.
Oregon Permitted orders are subject to age verification, required disclosures, licensing, tax, delivery, and local product restrictions.
Pennsylvania Pennsylvania Other Tobacco Products licensing and the 40% e-cigarette tax rules apply. Products intended for Pennsylvania retail sale are screened against the Attorney General's ENDS Directory. Off-directory products are subject to the statutory phase-in and may not be sold or possessed for Pennsylvania retail sale after October 19, 2026.
Rhode Island Rhode Island restricts the sale of flavored electronic nicotine delivery system products. Only products and B2B transactions permitted under the applicable rules may be shipped to verified eligible businesses.
South Carolina Permitted orders are subject to age-verification, delivery, licensing, tax, and local requirements. Wholesale account verification is required.
South Dakota Direct-to-consumer shipment of covered tobacco products is prohibited. Wholesale shipment is limited to legally eligible, verified business recipients.
Tennessee Wholesale and distributor shipments may not be structured as direct-to-consumer sales. Orders are limited to verified eligible businesses and reviewed for Tennessee tax and licensing requirements.
Texas Permitted orders are subject to age verification, delivery, labeling, permitting, tax, and product requirements. Wholesale account verification is required.
Utah Non-face-to-face consumer sales of covered products are prohibited, and flavored electronic cigarettes other than permitted menthol products are restricted. State licensing and product-directory rules also apply.
Vermont Covered products ordered by mail or electronic network may be shipped only to properly licensed wholesale or retail dealers. License verification is required.
Virginia Only products permitted under Virginia's nicotine vapor product directory rules may be sold for Virginia retail sale. Recipient licensing and product eligibility are verified before shipment.
Washington Covered products may be shipped only to properly licensed wholesalers or retailers. License and tax verification is required.
West Virginia Permitted delivery sales are subject to age verification, adult-signature, registration, reporting, licensing, tax, and product requirements.
Wisconsin Verified wholesale orders are reviewed for Wisconsin age, adult-signature, labeling, licensing, tax, and applicable product-directory requirements.
Wyoming Permitted nicotine-product orders are subject to third-party age verification, adult-signature or equivalent controls, and applicable licensing, tax, and product-directory requirements.

Local and product-specific restrictions

Counties, cities, tribal jurisdictions, and other local authorities may impose stricter rules than the state. The customer is in the best position to know the rules governing its own storefront and resale activity and must maintain all licenses and approvals required to receive, possess, advertise, and resell the products. We may request an attestation or supporting documents and may hold, modify, or cancel an affected product or order if we identify a specific legal, directory, tax, licensing, or carrier problem. Where a rule is unclear, we will review the actual B2B transaction and available documentation instead of assuming that shipment is prohibited.

Processing, delivery, and risk of loss

Processing and delivery dates are estimates, not guarantees. Orders may be delayed while documents, taxes, product eligibility, or carrier service are verified. Risk of loss and title pass as provided by applicable law and the shipping terms shown for the order. Refused, undeliverable, or returned shipments may be subject to actual carrier, adult-signature, storage, return, and restocking costs to the extent permitted by law.
